The good questions That should be the second part of my work in the April news letter of MRN, Migrants Rights Network. As i explained in the first part, my aim, coming to England, was to find out the european way to push the immigrants and asylum seekers in invisibility, as it’s so easy to observe in France, Italy, Greece or many others places. Fearing of being invaded, Europe changes immigration policies and the first results has been to see growing up “jungles” all over strategics points of Union territory : Calais, Lampedusa, Patras, eastern borders, Ceuta and Mellila, Canaries Islands...but also all over the “external borders” of Europe like : Turkey, Morocco, Libya, Mauritania, Senegal... There, everythings are done to hide the unformal camps where migrants live, waiting for chance to enter in Europe in order to find protection or to improve their own and family lives. Pushing them faraway by police forces and harassment, avoiding acces to informations and rights, persecussion on citizens and organisations who try to cover up the states’ giving up, in the name of human-being, human rights, dignity and respect. In England, the way to cover up this international issue is different : no “jungles”, no police hunt on the street, no homeless gosts in ditches, forest or squats. But a hudge urban jungle... And a strong institution of immigration management. And the same scizophrenic policies : At least 2 big categories could be made : Those who can’t be deported to their country. Those who could be. The first one quickly fall into limbo because richer and more attractive states try to “protect” themselves with the Dublin Regulation 2. Despite Great Britain’s still talking about how to preserve the sanctuary ; how is it possible to find protection in UK if it’s not possible to enter in ? (the same question could be asked to whole Europe..) After being fingerprinted in a third country, which made everythings to push them out (no shelters, no financial help, no healthcare, no school), asylum seekers don’t have other choice to hit the road again and come to the uk, either to seek asylum again or to go underground and use the fast and protectless employement system. So european policies create itself its undocumented people issues. Dublin Regulation 2 is a real fabrik of undocumented people, and contribute to deny the refugee statut, so the persecussion history of thousand people : they’ve been recognise persecuted, tortured and so much others bad treatments, but when they move again, they’re just seen as economical migrants ! Forget the trouble past, psychological attention due to persecuted people ! And all of them knew detention for month, deportation and came again through jungle way, with police harassment, mafia harassment, disease, homeless life. The second group, which, from my experience, represents mostly afghan and irakian people, are in worse conditions, in more shameless treatment : seing on tv soldiers and civilians death and persecussion everydays, a “hopeless war”, but being denied the right to escape from that hell and being deported again and again. How many of them i met in jungle or in London, just back from their country after being rejected to asylum and being deported ? I had to go back to France in March. Waiting for the boat to return in london, i saw one migrant going back to his jungle. I talk to him. Easy for an experienced one to get quickly that’s he’s all ready lived in England : different behaviour, not afraid by others, quiet confident but full of sadness about his meaningless life, and prety good english speaker. “where are you from ? _ Afghanistan. _ are you going to seek asylum there ?_ hmmm i guess no, i don’t think so._ you’re just back, isn’t it ?_ yes, i’ve all ready been rejected and deported, i’m gonna manage myself. What else can i do ?” I wish that was the first conversation i’ve got like that. But no... I guess that everyone knows that. Detention, Deportation are useless, or just push people into underground and breakdown, madness and anger. During my research, i had few contact with afghan people, so i asked differents organisation’s point of view, most of them told me that people in detention, so under soon removal, entered legally in Uk but failed for asylum, or overstayed. So my question is still on : where and how vanish afghans we saw around Calais ? Can we guess that they’re deported without any help and support because they can’t be tidy in the good box ? Or they disappear, living underground ? How it could be ? How it could be to agree in public that million of undocumented people can’t be removed but wouldn’t get legal statut ? How it could be to use so life and mind destroying system like detention as a window for a meaningless policy ? Just to justify a system. Noticing the fact that on one side, all illegals can’t be deported for financial and time reasons, on the other side those deported are coming back ! And that circle system is based on politic choices and taxpayers. People involved in that issues allready know that’s a way to disgust migrants to stay or to come. But in reality : that’s not working out, because migrants don’t have the choice. So our question should be : at a time, when consciously or unconsciously, people fear a civilisation war, is that the good way to built our futur relationship with the rest of the world ? Denying rights, protection, dignity and chance to change life of people, is the best way to stop the grown up of hate, intolerance and terrorism ? Aren’t we turning into easier the work of extremist leaders ? |
